Instead of "magic" prefixes, I prefer to have an additional location 
specifier. Something like SystemWideInstall=true. This way, one can keep 
TargetDir=kdm/themes and leave the existing code paths intact.
Are there any other KDE apps where system-wide installation would be 
necessary?

Backport should be possible. But I just arrived at my office, you'll have to
