Binary dumps in config files?

Is there any reason for having dumps in *rc files like:

[Main Window]
State=AAAA/wAAAAD9AAAAAgAAAAAAAAEXAAADrvwCAAAAAfsAAAA0AFAAcgBvAGoAZQBjAHQATgBhAHYAaQBnAGEAdABvAHIARABvAGMAawBXAGkAZABnAGUAdAEAAAAAAAADrgAAAGwA////AAAAAQAAAMwAAAOu/AIAAAAB+wAAADAAUAByAG8AcABlAHIAdAB5AEUAZABpAHQAbwByAEQAbwBjAGsAVwBpAGQAZwBlAHQBAAAAAAAAA64AAAD8AP///wAAAxEAAAOuAAAABAAAAAQAAAAIAAAACPwAAAAA

This is very much like old binary habits and is inconvenient to debug routines 
that save/restore dock sizes.
