Control Center Setting for Hemisphere?

In Revision 634724 for /trunk/KDE/kdeedu/kstars/kstars/tools, Jason Harris writes:

 "TODO: Right now, the seasonal names (Spring, Summer, Autumn, Winter) assume the northern hemisphere.
   I'm considering adding a checkbox for this to allow users to switch to Southern hemisphere names. "

I'll also need to do something like that when I change KOrganizer to compute the seasons
and put them on your calendar (without using messy holiday files).

Does it make sense to have a KDE-wide config setting for the hemisphere?
If so, where/how to do such a thing?  Do we have a control center guru?
