KDE_FULL_SESSION and version detection

i'm fine with this solution. this means we'll almost certainly want to 
preprocess startkde with cmake to insert the correct version string. i'm too 
tired to do this tonight, but will do so this week.

one final question: should the version have the full version (4.0.0), the 
major/minor (4.0) or just the major (4)

p.s. i don't care what the solution is, which is why i'm asking for opinions 
and suggestions. i find this to be the path of lesser resistance and so am 
not even bothering to actually try to do more than implement =)
