well, i consider this a serious enough condition to justify popping up a
really annoying error message box. if the cache is optional, a "do
not show again" checkbox would be appropriate.

fwiw, this has some new i18n strings. i for one think it's better to
have untranslated messages than no messages, but i'm not sure everybody
agrees. :}
