applications now require kdebase/runtime to run

We (the Amarok dudes) have also been wondering/worrying about this,
but in the end we've decided it's not a problem at all. Distros can
still package KDE applications without a dependency on kdebase
applications. The runtime can be split off, so it's not a big deal.
