Making kdefx static

I am sorry, but this is unacceptable. Most of KImageEffect's problems come
from an addition of an unmaintained codebase from Mosfet. If he were to
get
an SVN account and get involved again, that would be different. Relying on
code with no clear maintenance plan however is not a good path, IMHO
