friendly reminder: document your API changes

hi =)

so i'm coming across API changes that aren't in kdelibs/KDE4PORTING.html, such 
as the recent changes to KCharSelect. *please* remember to keep that document 
up to date as we go along. it will be a herculean effort to document all 
changes after the fact, which means it probably won't get done in that 
case ;)

if you have made an API change, please update KDE4PORTING.html to reflect 
those changes. future developers porting kde3 apps will love you for it.

additionally, if the change is something that can be scripted for people 
porting apps, consider adding to kdesdk/scripts/qt4/adapt-to-kde4-api.pl
