Because there is noone from the sysadmins caring about the CIA bot and it 
seems none of the big group of CIA users cares about it either. If you have a 
problem with the filtering, write a patch against

kde-common/svn/hooks/ciabot_svn.sh

and post it to sysadmin at kde.org. Only restriction is that it must be safe 
against shell insertion and other issues.
