Independent of David's remark, I do not understand what would be the 
difference between (CustomShortcut | GlobalShortcut) and a 
GlobalCustomShortcut.  (Obviously, combinations are intended since you used 
powers of two.)  Or should GlobalCustomShortcut be 0x6?
