Hi,

I have uploaded the document: it's on
http://developer.kde.org/policies/librarypolicy.html

It is not yet linked from the policy index page, i'll do that tomorrow.

I have included changes thiago requested.
So I've changed   KFoo::Private  to KFooPrivate

If you have another comment to say, speak now :-)
