3.5.x weakened feature freeze

As KDevelop3.x maintainer I'd like to note that this relaxation of freeze does
not apply for KDevelop 3.3. Only bugfixes should go into
branches/KDE/3.5/kdevelop.
The reason is that we will have separate KDevelop 3.4 release. All development
should take place in branches/kdevelop/3.4/.

PS: 3.4 beta is going to be released soon.
