Again: this was no TWG decision. The TWG did not meet and decide "it's 
cmake". *I* composed the email on my own and wrote that cmake had been 
chosen because, from what I can see in kde-buildsystem, it HAS been 
chosen.

I'll repeat: the simple fact that cmake is the only alternative here, 
short of going back to autotools, means that cmake is the choice.

If it's a matter of decisions, then let's decide: cmake or autotools?
