Well my current plan is to get the HAL backend in freedesktop repository. But 
this kind of decision will surely be taken independently for each backend. It 
generally means interacting with other projects, some might accept having a 
backend for a kde library some won't.

IMO it's better to have such backends hosted with software its using. This way 
if you upgrade NMM, HAL, etc. it's more likely that the backend you'll get 
will be in sync.
