Right now even if you have your own changelog you have to update the 
global changelog manually. This is good, because some projects have 
every commit in the changelog, which is not so interesting for the end 
user.
Personally I don't have problems if the status/whatever file is not in 
the project directory, mainly because it is easier to handle for the 
PHP script, while it is not that different from updating the main 
changelog and the feature set.
