Don't really understand what he meant there, do you?

Not exactly; the specific question is where to install generic versions
of _new_ icons (new icons being icons which have previously not existed
and, therefore, do not exist in any themes other than CrystalSVG).
I have made new icons in both CrystalSVG style and generic/neutral
style. It seems obvious that the CrystalSVG icons should be installed
as CrystalSVG and there appears to be no issue taken with that except
that KW is now denigrating my artistic work.
The question is where the generic/neutral icons should be installed. It
seemed obvious to me that the spec says that they should be installed as
HiColor.
This question is currently confounded by the existence of serious bugs
in the KDE icon loader. I have suggested that a work around for some
bug issues is that some _new_sizes_ of icons that already exist in other
non-Crystal themes (for which sizes are missing in KDEClassic and
other non-Crystal themes) need to be installed as both KDEClassic and
HiColor. Perhaps that isn't correct. But, the question is really about
_new_ icons and should probably be limited to that since any bug work
around would only be used till the bug was fixed.
