That header file is nowhere included, so it is never compiled, and no compiler 
will complain ;-)

No, you asked specifically about libical.

kdebase already depends on libkabc (the adressbook library) for several things 
("that's me", sending faxes etc.). That library was moved from kdelibs to 
kdepimlibs.
