New kdelibs policy starting monday

Checking lxr.kde.org should tell you how much it is used and what has to be 
ported.  If it really is used everywhere asking for help on kde4-devel might 
get some others to help port modules.  For simple changes such as renaming 
you could simply not deprecate the old one until the porting is finished (so 
compiling still works)
