Yes I know.  Which is what I resort to doing.

And I don't know of any program with the exact feature equivalent.  What I was 
referring to with vim and IDEs was trying to complete the current word from a 
keyboard shortcut.  The feature itself would be different (completing the 
last unopened HTML tag).  Sorry for the confusion.
