K-Menu, XDG menus and Kiosk woes

That applies to the .desktop files, not the applications.menu file.

My fix is either to agree on a standard applications.menu layout with
gnome or as implemented to move the file (which is less than a year
old, and Kubuntu has never shipped with any other setup).
