location for additional tools for windows

I agree with Nicolas, the right place is extragear. But since there is no kde4-based
extragear it would be playground for now; what's the problem with something
usable in playground? You can release it from there, and you can get it translated from there,
and it can be moved to extragear once extragear is kde4 based.
