how did you count that ?
I suspect you to have included in your count icons and others data files.
if i cound only *.cpp *.cc and *.h i have in kdebase 584 file remaining out of  
2350.
which make only 75% , which is still fine.

in kdelibs, i count 554 containing 'Q3' of  3034 files  => 82%
