PATCH (3.5 branch): Make KSpell use --encoding with aspell v6

Hi,

The attached patch makes KSpell actually use --encoding as suggested by the 
aspell 0.60 manual, if the client is aspell 0.6.

Does anybody have objections to me committing it?
