I agree with Anders here. The extra frame also violates Fitts' law (or 
whatever it is called). Same for konqueror in maxmimized or fullscreen 
mode. It is all KTabWidget's fault ;) For some cases the extra frame is 
good (configuration dialogs for example), but for kate, as Anders pointed 
out, it only leads to bug reports or non-intuitive behavior.
