ANNOUNCE: cmake 2.3.3 required

Hi,

from tomorrow evening on, Saturday, at least version 2.3.3 of cmake will be 
required to compile kdelibs/ using cmake.
Not only for windows developers, but also on Linux/FreeBSD/OS X.
The reason is that this version is now able to compile kdelibs/ without any 
workarounds in the cmake files and it features a bunch of fixes for 
mingw/msys/msvc/nmake.

So, if you are using cmake, please update to version 2.3.3.
