New special effects library

Hi,

The proposed special effects library sounds great. I just wanted to
point out one deficiency of the current system of doing transparency
in drop down menus. As you can see in the attached screenshot
(transparent_menu_artifact.png), if a user opens a dropdown menu
immediately after opening another one, the contents of the previous
menu will remain as an artifact.
