I think this would be a bad solution. Currently users complain that so much 
stuff has to be started if you start a KDE application. With KDE4 we will get 
rid of artsd and probably dcop-server (and have a dbus server instead, but 
this one is not KDE-specific). Adding another extra daemon for notifications 
isn't the right way I'd say.
