At least API docs and unit tests are required in the new kdelibs structure 
before you can commit. I cannot judge the technical side of replacing 
KNotifyClient/KNotify with something new vs. improving the existing API, all 
I know is that apps like Kopete have a need for KNotify events that might be 
interactive (how silly that might sound at first sight), which current 
KNotify cannot support as it is now.
