New i18n interface for KDE 4

If it is going to be available at or below the level of i18n, and for no 
extra cost, this is surely an excellent candidate. And as for any extra 
syntax, I myself don't really mind too much. While discussing, we should 
never forget that scripting is going to be a rare thing.
