I also think this would be a good idea. Perhaps a plasmoid with two buttons:
one saying "Keep the default settings" and the other one "Personalize the 
desktop" (or something similar that sounds better).

Pressing the "Personalize" button would then open up KPersonalizer,
or maybe KPersonalizer should be a complete plasmoid as a whole.

I also think that KTip would benefit from being a plasmoid:
doesn't disturb the user because it's always in the background,
doesn't need a taskbar entry, and can be brought up and away with a button 
like "Learn about KDE  >>" which persists on the desktop.
