KStandardDirs::resourceDir

Has resourceDir() changed since KDE 2.x days?  I have a report that KSSL is 
picking up the global ca-bundle instead of the user's preference.  This seems 
to indicate that the saveDir for the resource is missing or lower on the 
priority than the global directories.  For me it works fine though - and it 
always has.  Is there some sort of system or user configuration that makes 
this behave differently?  The bug in question is
