KDE 3.4: Control Center scrollbars

Attached patch gets rid of the scrollbars in the control center in cases where 
they aren't absolutely required. Instead it will grow the window to 
accommodate the dialog.

If the window can't be grown without exceeding the size of the screen, 
scrollbars will be used.

Please review. Cookies for whoever can get rid of the kapp->processEvents() 
and still get a proper sizeHint() out of it.
(See e.g. sizeHint for width of "Component Chooser")
