What is a KDE app (was Re: Image viewer for KDE4 (Re: KView for KDE4?))

I think extragear application should be placed in the KDE ftp,  that make them 
a bit more official.

in a sub directory of kde/stable, one could put a extragear directory with all 
the extragear packages.
