Not really. That's why it was first decided to be the inverse: KDE 3.5 is
released when we're ready to all start working in KDE 4.
The first big problem is Qt: Qt 4.0 isn't released yet (but imminent).
Depending on how things go, we may have to wait for 4.1.
Second, there are several projects that will start in the KDE 4 code and
will have to be finished before KDE 4 is released, like, for instance,
kdemm.
