Build system for KDE4

We'll choose one build system (or all that are compatible with each other). If 
you want to employ multiple or incompatible build systems in KDE SVN then you 
have to do it over my dead body. Therefore its not a good idea to ask every 
developer to port to whatever build system they like to have. Maintaining 
build systems is ugly enough already.
