I'm working on most of this tasks.
The problem that there are not only the technical tasks but also the 
psychological ones. It's not enough to code a approval system where admins 
can hit a button and approve contents.  I have implemented this years ago but 
never used it. This doesn't scale with lot's of users. You need other 
building block to form a community. 
I already discussed options with Waldo and Cornelius.

I keep you informed about the progress.
