Commit policy for kdepim module

The KDE PIM people have agreed on a roadmap for KDE PIM development for 
the time until aKademy which you can find at 
http://pim.kde.org/#roadmap. This roadmap basically says that all 
kdepim development is happening in the 3.5 branch and trunk will be 
left alone until aKademy. There we will merge all changes from the 3.5 
branch to trunk and start porting to Qt4/KDE4.

This means that nobody should do any changes in kdepim trunk which will 
make merging harder. If in doubt don't touch kdepim trunk or ask on 
kde-pim at kde.org.
