It would be nice if having some level of end-user documentation were a
"requirement" for inclusion of new apps into the main KDE modules. That's
probably just a pipe dream though.
Anyway, the docs team is around to provide any help you need with writing
end-user documentation. You can find us at kde-doc-english at kde.org or on
IRC in #kde-docs on Freenode. Among other things, we can add the necessary
DocBook markup to a plain text document, so you don't need to learn docbook
yourself.
