RFC: addition of generic timezone support to kdelibs

In KStars, we have our own internal representation of timezones, so I'm 
definitely interested in using this class.  How are you handling the various 
"daylight savings" rules?  I guess unix zoneinfo takes care of it?  Anway, 
just in case you need it, our code is here:
