Correct.

He did. But it seemed he has not followed "the right 
procedure" for asking (he put it as wishlist item in 
bugzilla). 

So forget it for now.... While Armin has maintained and 
improved kio_locate (and even documented it for users!) 
since he first published it, this morning I received a 
mail from him stating his current time constraints and 
his intention to re-apply in June.
