Honestly, I don't see the need for a "policy that applies to XML in KDE".
What's more, it doesn't reflect current practices:

Well, KOffice's native file format is expressed in RelaxNG, not in XML Schema.

OTOH you seem to categorize this under "app-specific", so this policy only
applies to xml used in kdelibs, which makes it apply to basically xmlgui,
kconfigxt, and, hmm, that's it? I don't see the point.
