[PATCH] XML Policy

Hello,
As XML gets more focus in KDE, I thought it could be a good idea to create a
related policy, for the reason of documenting/formalizing current practice,
and provide a mechanism such that it becomes natural to document("The XML
policy should be patched to include this").
Some parts of it is trivial, but others are more subjective, I guess. Feel
free to honk.
Regarding the "coding style"; I've looked into it a bit from an XML
perspective, and the only concrete aspect is consistency, generally
speaking(IMO). What the policy says, is consistent with whole our API and a
major W3C spec(WXS) -- I think that's nice. It's either that, or an never
ending discussion of what is best, probably.
A topic not covered is standardized web locations for the schemata. E.g, that
should probably be covered too. Thoughts appreciated.
Comments appreciated, I will proceed with incorporating any agreed changes, to
then integrate it with the other policies, if so deemed.
