DCOP interface in kicker broke compatibility?

there is no longer the assumption in kicker that the main panel is actually a 
panel. it could be a kasbar, a taskbar, a universal sidebar, etc... this 
meant moving out actual application dcop calls to kicker itself, where they 
really belong anyways (you're restarting kicker, not that one panel). it was 
one of those assumptions carried over from times past when kicker was only 
capable of showing one panel.

so, that's the rational. if it's really desired i can re-munge the panel so it 
shows the restart dcop call (and it will also show on every "childpanel" as 
well) but if it's all the same, i'd rather not.
