Moving application/chm mimetype from kdevelop to kdelibs for 3.5

Yes, all mimetypes should be in kdelibs (so that a proper icon appears even
without kdevelop installed, etc.). Please move it.

But they should also be on freedesktop.org so that we can one day switch to that,
so please register it at http://www.freedesktop.org/Standards/AddingMIMETutor
