[kde-artists] The icon mess

After some delay, I have managed to get my local copy of the 3.5 branch 
to function correctly.  So, I am now ready to work on what I regard as 
straightening out the icons.

However, I am not going to do anything that involves any icons other 
than ones which I have made till we reach some agreement about what is 
to be done.

If there is a CrystalSVG maintainer, I will also clear addition of any 
Crystal style icons with them.

The current situation appears to be that one person did something then 
someone else did something different, and yet more people did other 
things.  As an engineer, this situation is totally unacceptable. :-(

What is necessary, since there appears to be large disagreements, is 
that we need to have a policy in writing posted somewhere.  I will not 
move icons around only to have someone else move them again.

Actually, the old policy is still posted:

but this does not appear to have been observed and some of it isn't 100% 
clear.  So, we can update it or start from scratch, but we need a policy!!

I believe that the only thing which is agreed on is that HiColor icons 
should be in KDEArtWork unless there isn't a corresponding icon in the 
Default style (currently CrystalSVG).
