I am not aware of any procedure.

As svn allows to copy from old revisions, I suppose that it can be deleted. 
(KDE has no "black hole" anymore, as it did with CVS.)

If (in some future) somebody really wants to resume developing it, he/she can 
use "svn copy" to create something in one of the "playgrounds".

As for karma, I suppose that everybody can change directories in kdegraphics, 
so deleting should work.
