If there is such a Wiki page, I am not aware of it. But I think that it would 
be a good idea, especially if you can call for nomral developers too (and not 
only by task as on the (former?) job page.)

I do not know. For example we have the "JJ:" bugs in KDE Bugs and it does not 
seem to have a good "return rate".
