I disagree. I assume that it's a companion program to Kexi, a visual editor to 
create data display and input forms. I refer to the FAQ: 'KFormDesigner is 
also for "typical" user'. So it must go where Kexi goes. If it cannot be used 
in the intended way it should not be shipped by default, or you should at 
least not install a user-visible menu entry. Putting it into the 
"Development" menu as an excuse for it being incomplete is not the right way.
