desktop/kicker + icon placement

I found that I forgot to take care of the case when a panel is _auto_ hidden.

Trying to fix this, I see that I need to change some methods to be const
(which they already should be anyway).

Is it allowed to change the API in kicker, or must it stay binary compatible 
in 3.5 ?
