PATCH: Startup notification with KRun::runCommand

Hi,
I noticed that kates external tools, using KRun::runCommand( cmd, execName, 
icon ) did not cause a startup notification even if the executable passed in 
execName was a kde app.

The enclosed patch will fix that. If it does not cause any trouble if other 
contexts, I hope it can be accepted.
